The trouble is that thinset generally requires a textured surface to bond at.

There are people that say that you can place tiling on top of existing vinyl if it s securely adhered and if the floor underneath is solid but i don t agree.
Exposed areas between ridges of adhesive should expose the vinyl flooring.
To smooth the floor i covered screw heads and seams in the cement fiber board with thinset.
Use thin set mortar to adhere your porcelain tiles to your vinyl flooring.
If it s a new construction then you can probably just lay the tile on top.
