For most gym flooring you need a hard level flat subsurface to lay it on.

I know i can t install vinyl tiles over it so i want to put a layer of plywood on top of carpet underlayment to make it more sturdy.

Tack strips are difficult to install.
The anchoring nails on tack strips run about 3 4 inch long which is far too short to penetrate the old carpet plus a pad if the carpet has one and drive into the subfloor.
The old carpet will continue to degrade underneath all that new flooring.
Eventually you will have to remove the tiles the base and everything else on top to get to the bottom layer and pry it out.
